Can Pay-as-you-go use the MCP server?

No. The MCP server is included with the Business plan. Pay-as-you-go organizations do not have this connection.

Can the assistant restart or curtail a miner?

No. The connection is read only. It can list sites, list miners, and total a site. A command still belongs on the miners list.
